"In reply to your letter of 9th instant I consider it is highly desirable that a 'Hong Kong Harbour Trust' be established as soon as possible on the lines recommended in the Report prepared in 1941 by the late Sir David Owen.
"I have however no particular representations on the subject to submit to the Committee appointed by His Excellency the Governor to conduct an inquiry into matters concerning the future administration of the Port of Hong Kong."

"I thank the Chairman of your Commitice for his letter dated 3rd September 1946, together with copies of Sir David Owen's report, and your Committee's terms of reference, all of which I have studied carefully.
"The proposals outlined in the report appear good, although none of them seem to affect my Company directly. I would however be negligent in my duty as a citizen of Hong Kong, if I failed to stress, that with the present exorbitant labour and material costs prevailing in the Colony, this is not the time to embark on any ambiticus project which might result in increased taxation on industry or on the tax-paying public."

"We are grateful for your letters of 23rd September and 9th October inviting our comments on the future administration of the Port of Hong Kong.
"As newcomers the Colony we have read Sir David J. Owen's Report with much interest. We are in agreement with the recommendations made therein but feel we should like to stress the importance of allowing private enterprise to continue the actual operation of the wharves and godowns. We believe that the two major operators are fully alive to the requirements of the port and that the benefit of their experience should continue to be available."
